Let's keep it simple here.
Usually, when a relay "buzzes" or doesn't completely Fire the coil is a problem with GROUND or low voltage...
Why don't you verify what works before you chase what doesn't? Sometimes the simplest things make "big" problems.
Check battery connections, battery state of charge, GROUNDS (there's a theme here) connectors for loose connections or corrosion etc...
If you're seeing 2 volts, it could just be inductance from another circuit... Don't chase that for now. All the "MMI" kids at the stealership will do is throw parts at it. You can do the same and not pay labor if you don't want to properly diagnose it. The choice is yours!

I found it. I am at a complete loss as to how it happened or how it even worked for so long the way it did.
Went back with help from UltraNutz and we looked at each fuse and relay placement in the box. Turned out the relay was off by one place. The 2 amp fuse was missing and the relay in its place. That explains the min current and the clicking relay.
Anyways I put it in the right spot and put a 2 amp in the correct place and all is good with the world.
Of course I had to put it all back together. I had the tank off, the fairing off, the fuse box loose, the rear fender lights out and in pieces.
Now again, how it worked the way it did before baffles me.
Thanks for all who responded.

I was out in the garage and had my ignition on checking out some audio settings etc. Went to start the bike and I got one crank out of the starter and everything went dim. Then all of a sudden after a few seconds my fuel pump kicked in again and all the dash lights came back on. Tried to start it again, and it did the same thing EXCEPT I heard a clicking from a relay. So what does any guy do? Remove the cover and start pulling relays to figure out which one was clicking. LOL. So I pulled each relay one at a time and plugged em back in and it was still clicking. I figured I probably Drained the battery too low so I plugged it into the tender for a while. Came back out and she fired right up. I shut her down and instead of a clicking I heard a buzzing! This time it went away when I removed the brake relay. I plugged it back in, and the buzzing continued. I pressed each brake lever and no brake lights. So a 5 min. break to regain my composure before I started ripping the bike apart led me to a Google search and I found myself here after clicking a few forum posts. Man am I glad I did! I went back out to the bike, removed the relay and moved it one pin set down, and the damn buzzing went away and the brake lights worked!
So in short, I had a low battery which caused a relay to start clicking, and in my attempt to find the clicking relay, I miss-plugged the brake relay! So in the future, if I hear a relay clicking, its probably because I was screwing around with the ignition on and drained my damn battery! The battery is just about 2 years old which seems to be the life of these damn batteries too. I guess its time for a new one.
