Those are safety flotation devices in case she would fall off that pier and you would have jump in and rescue her.....

She's standing on the old Keys highway in the Florida Keys. Not sure which mile marker. You can see the newer highway to the left.
Man did I raise some hell down there. Had a run in with LEO's one time, and they were as professional as can be. Top notch, and I haven't made that compliment too many times....
