You are correct. If someone is banned they can register via another name and email, but their IP addy will be the same. Mods have the ability to check the IP address, but too many join daily to check every newb.

I'm sure when they start posting the same dumbass stuff again and the red flags are raised then it's a simple process to check them out, and if it's a repeat offender, scorch that IP addy as well. I believe they have the ability to do that.

Don't ask how I know about this procedure.

All I have in my defense is I was really, really chestered that night...
