Perhaps they did not have the training in how to properly use a hydrant wrench.

They are volunteers. The town on the other side of the highway from us, Crystal City, had their fire dispatcher in City Hall, which was directly across the street from the fire station. City Hall burned to the ground. They are known for saving foundations.
