Believe it or not a pair of rain pants will stop the wind realy well and are easy to pack up when you get to your destination.

Dark, I lived in E. Tn and western KY when I was bike only. 50 mile RT daily in E. Tn, about 10 RT daily in KY. Now I'm in eastern KY, and I still stay on it most days.
Good rain gear, good leather, some warm Carhartt knockoffs, and (for the really bad days) a heated suit...all make it possible. Some hand/foot warmers go a long way for the daily commuter.
I keep extra clothes at work. It takes extra time, and it's a hassle in the winter. But I love riding in most days.

I think with the stuff you are mentioning i could probably ride year round, especially considering my commute is less than 20 mins round trip.

I ride every day year round except when there is a threat of snow or ice. January and February are a little dicey in North Alabama.
