How is this possible ?
1) Any bike I've seen has spring loaded foot pegs on a 45 degree hinge so they will pop upward and inward if they strike a leg or the pavement. They are designed to prevent the type of injury you describe.
2) The foot pegs on any cruiser are forward, not behind, of where you place your feet on the ground.

Sorry Bud didn't see how it hooked him just saw him almost do a face plant on the bars and the bike jump up and then him squealin like a little girl. I woulda too if my ankle was dangling like it was. He was going at a pretty good clip across the lot and yeah when you break a bone it do make a pretty loud crack. Hell, I have caught my own leg on my rear boards just trying to walk my bike around, that board don't raise up when you hook your leg on it.

Most of my slow riding experience is riding heavy Adventure bikes off road, on twisty dirt trails. It really is easier if your feet are on the pegs.

Just got the Ultra, so no more standing on the pegs for now, but I still lift my foot as soon as the wheel turns.

i have ridden miles down the highway with my feet dangling.. sometimes you just have to stretch out..
