Gold Wing riders usually have florescent yellow jackets on and helmets painted to match the bike. Thats how I can tell them apart from the scooter riders.

Nothing wrong with waving to a scooter. There may be legitimate reasons for why they're riding one! My Dad is 75 years old and was a long time, hard core, BMW rider. He's gotten older and they've gotten bigger, heavier, and a LOT more expensive. He's been stair stepping down on the size of the bikes he rides for the past 10 years or so. Currently, he's riding a Suzuki Burgman 650 scooter. He bought it because he was having a harder and harder time throwing is leg over his previous ride, also a 650, when it's loaded for a road trip. So far, he's been very pleased with the performance and economy of the bike. He's had it for a little over a year now and has over 16k miles on it. Not bad at all for an old fart!
