Sometimes, if you lock up the wheels and the cross chains are loose enough to spread to the front & back edges of the tire, it'll still slide. I've let a fair amount of air out the tires, put the chains on, and then air them up again so the chains are snug, just don't want them tight enough to bite into the tire or break from the pressure. Haven't used chains in over 30 years. Last time was in - ready for this, Bob? - Oregon, on a trip from Phoenix to Washington in winter. One of my most miserable trips from around Salt Lake City north. A grade that was something like 11 miles all downhill must have had over 100 semis lined up at the top, police wouldn't let them go without chains, and even then made them wait a few minutes between trucks so if one lost it he wouldn't take any others with him. Chains are for getting out of a mess, not going into it. Truckers don't always have a choice, though.
