Most people who go off on anti-police rants have had bad experiences with the officers, usually a result of being arrested. What has he done?

He started in Alaska and ended up here. The in-between, I don't know. I do know he severely overestimates his intelligence and skills

Depends on if the lessons are utilized to correct behaviour. Some never learn the lesson.
