The video seems to support Decker's contention that he reported eligible. Looks like the ref blew it. Nevertheless, Detroit should have kicked the point and tied the game. They did announce over the PA that Skipper was reporting eligible and at that point the Lions should have said something if that was not the case. Maybe they were focused elsewhere at that moment.

Here's the strange thing on that play, if #68 reported, the referee announced #70 as eligible to the entire stadium, why didn't Detroit stop and correct it? There is video where you can clearly hear them announcing #70 as eligible. Also, if #68 reported and was covered on the line, that is an illegal formation, another flag was thrown for that. Either way, Detroit screwed up. Dan Campbell is crazy.
Then there was the make believe tripping call on who? Cowboys are in blue jerseys.
