Most times I'm sure that's the case. I was pleasantly surprised by our flooring contractor. His bid included floor leveling. His crew glued the product down without down that. There was a 1/4 dip that ran for 6 feet that I called them on. Because it's a very expensive product, that is time consuming to lay, and it's glued down, and they use some FOREVER glue, I figured he was going to try the discount approach, which I would have refused. Nope. He did what I described above. I told him I wasn't used to that and thanked him for doing it the way I would.
Of course his crew was less than thrilled, and there was much grumbling as they chiseled the expensive wood floor off the concrete. Tough ****.
