10lb air, submerge it and look for bubbles, best way I know, gas tanks do have some pressure on them from gas fumes..

Ok...trying to figure out how to get the air in there.. Can seal the cap and go in through the petcock bung but have to figure out a one way valve for there...hmmmm.....
