Russ, you , obviously, have little experience in heating paint up to critical mass AND beyond. This is not an application that requires it...JEEZ... I do have an idea that we can collaborate on with your electrical/electronic expertise. We can make a fortune. Heated waterproof inserts for kayak paddles.

3/8" wide steel bar welded across drain opening that screen screws to. No access but did coat in with flex seal using nozzle extension... believe me that I thought this thing out thoroughly and FlexSeal is probably the only option.
