Okay fellas, so stop me before I do something crazy!

I'm thinking I should drill and tap the top clamp to keep my bars from slipping again. I have a tap set that includes a 1/4x-20 bit and I can readily get 1/4x20 set screws. I'm thinking two of those would be enough to keep the bars from slipping again. It would be a cheap and hopefully effective solution.

Can you not tighten them up more?

Big set screws.

Once you get your hole drilled in the clamp, make sure you give the bars a small dimple for the set screw to go into with the drill bit. Don’t drill into the bars, just a little dimple. It will make it more effective.

I have, but they still slipped. The clamp is as tight as it can go. There's just too much leverage on the bars and I don't pull on them, but when I hit a bump they slipped. I like where they are now, and they don't hit the tank, but it's so close that if they slip again, it's a nasty roadside repair I don't want to do hundreds of miles out.

Thanks Russ!

Searching around, Hill Country Custom Cycles has a clamp that does just this with 3 set screws for $60. I'm driving right by there tomorrow. It's worth looking at.
