Airline I worked for would farm out stuff to lowest bidder, then send people there to show them how to fix things when they couldn't get the stuff to work, or would send units that failed real quick. This went on for years, driven by a finance department that refused to authorize anything that wasn't the lowest cost available. I remember trying to explain a problem to a company's senior engineer, and he just didn't have the smarts to begin to understand. You know someone made a bad decision when a newly contracted company sends units back in pieces and says, sorry, we can't fix these.
