Also confirm that there isn't a second set screw in the hole. Sometimes they will put two in a hole. That has got me before.

I stuck a nail in the key way and didn’t touch any pieces of a key.

Well if you can get it to rotate a little bit and you have some Krole oil you should be able to tap it off eventually.
