The political situation amongst the military here is still in upheaval since the coup attempt of 2016. The generals watch over their subordinates like a hawk lest some finger pointing begin and people are hauled off for disloyalty. No one seems to trust anyone, but I can say I don't blame them. Many people were executed for "following orders" last year.

Who's got the TOAK charter handy? Can we tell Russ's boss(es?) that sub section 4 of the Travelin Woods act clearly states all holidays must be observed at the location of ones choice?

Yea we have to do something, you can't spend Turkey day in Turkey because they have no Turkey.
