Haven't measured crank runout yet but I'm pretty sure that's what it is. As soon as I started in on the cam chain tensioner I noticed something was dicked up. Can chain tensioner was pushed all the way in from the chain being to tight. The opposite side of the chain was ridiculously slack though. Put it in 6'th and rotated the tire, it spins normally then binds up real tight before spinning freely again. The cam chain goes from tight on one side/loose on the other in conjunction with the crank spinning freely and then binding up.
