I believe they are referring to trips made as part of their employment. I don't believe they can restrict travel made on the personal time of their employees.

This is the case. CA employees couldn't travel on state funds to a conference, for example, to NC.

As long as they don't hurt others or expect me to validate their life choices I don't care.
