Sadly CA's FFA/4H programs don't get compensated for travel to descrimitory states as well.
I have no problem with folks doing whatever blows their skirt up (apparently I mean that literally) as long as it doesn't hurt others, is consensual and they don't rub it in my face.
Under what possible auspice could a state government restrict the free travel of it's employees to another state in this country?

I believe they are referring to trips made as part of their employment. I don't believe they can restrict travel made on the personal time of their employees.
Mornin, Larry. Seems to take longer each morning to run down my checklist of offensive behavior prior to entering the public domain.
This is the case. CA employees couldn't travel on state funds to a conference, for example, to NC.
I pretty much the same way Mick.
As long as they don't hurt others or expect me to validate their life choices I don't care.
