That's how I describe my sex life. I get to grab a boob now and then, but rarely get to the basement.

She is doing good. Doing whatever she wants irregardless of what the doc told her to do. Wouldn't be surprising to see her driving by next week, even though she is not supposed to for 3 more weeks!

The permit process protects us as homeowners. If it is inspected and found to be compliant with local building code then our insurance will cover should anything horrible happen. Otherwise, they could just tell us "You had the basement finished, but not inspected...therefor we believe that the fire/busted pipe was the result of that work" and not cover any damage.
