I think the management company has been doing whatever they wanted to do. I sent them a very terse email today and will follow up with a smilier phone call Tuesday.

Make sure you get as close to the 3/8" exposed measurement using just your fingers as possible. You will feel a step down in there just short of the 3/8". You need to get past that before you start seating them the rest of the way. Mine and Markus' were just below .400 on a caliper and they finished up fine.

Yes. The tubes are tapered slightly and will only go in one way. The step is subtle but you will feel it. A little wiggle/twist (cue Chubby Checkers) will get it past the step.

Lifter bleed down can take from 5-45 minutes. As you're turning the rear wheel with your thumb over the spark plug hole, you'll feel the air escaping on the compression stroke. Then you watch as the pushrods stop moving at the same time. That's base circle.
