He was stopping in front of each house taking pictures. She called the police and posted it on our development's web page. The cops came, arrested the guy and towed his car away.

Exactly! I know realtors do that all the time for neighborhoods where they have homes for sale to show as comparisons. I think property assessors drive by and take pics too
