Most of them I have ever seen is hanging from the clutch lever. \\;\\\\\\; Easier to get at than if it is hanging from the throttle side. \\;\\\\\\; maybe if on the right side it would be just for looks...?

+1. The ones I've seen used to care care of business are on the clutch lever, and not long enough to be hangin to the ground.

A whip hangs by a clip from the lever.

If you're referring to your pic, what I'm seeing are leather lever covers with fringes.
