He didn't have a leg to stand on. The bike has TX plates, and TX law only says the bike must have one tail light, doesn't say where. She bought it brand new, and the bike rolled out of the dealership 100% legal in TX.

He didn't give her a ticket, he didn't even give her a warning, which pissed me off to no end that we sat on a shoulder on a highway in the dark with 2 bars close by and traffic buzzing by 70 mph 4 ft from me.

It was a bullshit stop by a short dick ***** that had a hard on for bikes...
