No. Not if they have an out of state tag. For instance, here in KY we are only required to have one license plate on our cars and trucks whereas some states require two. You don't have to add another plate if you are going to those that states that do.
They may check you out but they can't make you change it.

Evening Mick. I can understand the helmet law. Its easy to haul around a bucket. But a tail light? Sounds like a money grab. Is California the same way about out of state vehicles that would not pass their emission bs because of different laws?

We are not required to license tow trailers here either, but of course working lights are mandatory..
Tracy, the front and rear plate laws have been on the books long before traffic cams. I am betting initially it was so LEO could identify the vehicle from front or back. Just my opinion, of course.
