Got it. Is there enough meet to retain it with 3 button head screws? If you had a lathe and some aluminum you could experiment with ends. Does the baffle have packing? You could get a denser packing.
2 layers of steel - second hard as hell. First layer is endcap (held on by the 4 screws you see), second layer is the baffle end plate. Maybe it would help if I didn't buy drill bits at a flea market.
If I pack them denser (there is packing existing) would they get much quieter?

Yes. It would deepen the tone. Takes the raspy out of the exhaust note.
Possibly. If you were to close off the open end on the inside, that would force the exhaust through the packing. You could then adjust the density of the packing to fine tune your sound.

In this case QC, the front (open) end fits into a flange inside the muffler. The gases wouldn't have a way around the flange.
I might pull them apart and do some 'spearamenting......
