Raoul extending his stay down Mexico way has me confused. I figured after the apprehension of El Chapo, he wood take some time off. But maybe the "authorities" down there have bigger plans for him.

Someone has to replace "El Chapo" and with Raoul's reputation ( in the TOAK ) preceding him it would seem to be the logical next step in the NAFTA plan
