I have seen bikers with an unusually short inseam, or who are very short all over, successfully become "flat-footed" by purchasing a pair of high-heeled cowboy or riding boots. It's probably the cheapest solution, assuming you use boots when you ride,

I had my 03 883r lowered 1 inch in the front and smaller shocks put on at the dealer when I bought it.I also wear Harley boots with big heals. If you use smaller shocks make sure the front is also lowered also. You should do both.
Progressive shocks front and rear dropped my bike about 1 1/2" corbin hollywood solo reach seat shaved down and at 5'1" I am flat footed on my 2000 1200.
