Default Ellusive starter problem

On my 2000 XLC when I push the starter button, the drive gear completely engages with the clutch housing gear, but just turns the engine over a small ammout, (maybe 1/4 turn of the clutch housing gear), and then just makes a 'clicking' sound. If I hold the starter button in, after 2 or 3 seconds of the clicking sound, the starter will again turn the clutch housing another 1/4 turn or so, and then back to clicking. I've replaced the bendex clutch assy. and re-built the solenoid. The starter motor brushes look fine, and I've cleaned and dressed the commutators on the starter motor.
I've had this starter/solenoid assy apart a dozen times, everything looks perfect.
Anybody have an idea?

The clicking sound is typically due to not enough amps being delivered to the starter.
What is the history on your battery? Age & mileage
What is the condition of the battery cables and connectors? Have they been replaced?

After checking the battery, check the starter relay. Spray some electrical contact cleaner into the relay plug.
