M wanting to lower the back end of my bike a little should I buy a lowering piece that goes on the tire or by shorter shocks?

I went with Burly 10.5 rear shocks which lowered my bike by 1" in the back. But people say that Progressive is a better option as it gives a better suspension. For me, Burly shocks work because most of my riding is in-town with smooth roads (luckily).
