I've seen threads on this but not exact specs. How tight should the bolts be up to the heads? I wrenched 'em but didn't want to pop any bolts. I don't have the manual so any insight would be helpful.

Torque values are very low on these nuts cause of the fine thread. Thread size is 5/16-24. There's also a torque procedure to tighten them to eliminate leaks.

This is what you need to do/know...

Torque value 60-80 INCH POUNDS (in*lbf)! Not foot pounds!!!! It's equivalent to 5-6.6 ft*lbf, if you prefer to use that scale.

1) tighten the top nut to 9-18 INCH POUNDS
2) tighten the bottom nut to final torque 60-80 INCH POUNDS
3) tighten the top nut to final torque 60-80 INCH POUNDS
4) check nuts and re-torque if you have to after a few rides

Are you getting those torque numbers from the Harley Factory Service Manual?

Mine calls for 96-120 INCH-lbs.......

I didn't know that spec had changed.
