Are you sure on the year? I thought 2014+ the balance connector was moved to the headers.
You can see in the picture the support bracket doesn't have the balance pipe as in earlier years - Ronnie's Harley-Davidson's 2014 Harley Davidson XL 1200C 1200 CUSTOM (CT) | EXHAUST SYSTEM Parts List (onlinemicrofiche.com)

2007-13: no cats
2014+: cats in both mufflers
For CA models it's:
California:

Here is a pic of the cat welded to the baffle on a 2014+ model. They were pulled out by cutting back the exhaust +/-3" to remove the flare at the end.

Changed the oil yesterday, just fooled around around my block, short errand, but today, took it for a ride. It is our second day of 50F and no ice on the roads. My snow berms have dropped down to 5’ high and it is suppose to be good all week.
My wife asked how it felt. By the end of my street, I was back in the groove. Boy did it feel good. I may survive after all. I only did about 60 miles. Glorious.
I cannot wait for tomorrow. My PMS is better, I may survive after all.

The Dyna style fender i ordered got here today, to replace the chop job the previous owner did. I want to be able to put a 2 up seat arrangement with sissy bar and pad, but the frame extensions were chopped as well; not sure how that will work yet without welding. Last ride there was intermittent rain, and the roostertail up my butt, back, and head made me wonder why the chopped look is so popular.
About 20 years ago, I had my only wreck since I started riding in the early 1960's because of a condition that we have around here every spring. It is tiny, ball bearing-like cinders that are left over from treating the roads for winter snows. I was enjoying the scenery of the back country mountain roads a little too much when I was going slowly through a very tight turn and hit a "snake" of these cinders which was across the road and my rear tire started sliding. I didn't panic and did not use my brakes while I guided the bike through the turn. Unfortunately, I ran out of cinders before the turn ended and the rear tire caught the bare pavement. The bike flipped down sideways and I was catapulted into the air. Fortunately, being a snow-skier, I balled up and rolled instead of trying to catch myself which would have resulted in fractured bones in my wrist or arms. The bike suffered road rash and a dent in the gas tank from the handlebar grip getting pushed into it. My ego took a severe blow and I was able to ride back home. My handlebar was shaped like the number 7 but the Kawasaki Vulcan ran just fine.
Yesterday, the temp was in the 50's and I rode the same mountain roads and the cinders were just like the situation above but I kept replaying my wreck in my mind as I was riding, just so I would not let my guard down like I did when I wrecked. The good news is that I arrived home safe and sound, even if it did take me a little longer than normal. It was a great ride, about 75 miles total. Since that day, I have never ridden without remembering "that wreck". I'm too old and brittle now to take chances.
