You guys with shiny screws in the fenders I don't know if you want them or you don't want the hole either but HD has a black plastic plug that will pop in there.

The rear shiny screw also hold the fender to the inner fender bracket or also the passenger seat if you have one, that bracket is a reinforcement for that paper thin fender.
I tig welded that hole and repainted the whole fender, that is a clean look , as far as the innerbracket goes, I glued the fender on it to prevent squeaking sounds or rubbing my paint of the underside from the fender.

It is not like that on my bike, the inner bracket is lower and held by the rear light screws.
