Iron Bags makes some nice front mudflaps for that factory-made hole. I've got one from them, but would have just ignored it otherwise. You could hang a bell from it, if so inclined.

Don't think I've ever seen a sporty front fender that did not have that hole. "It's normal".

 

It's where you connect the tow rope for sport bikes.
