Looks like you have the speedo relo sorted. The bracket is also designed to work with a fork clamp, for those instances that with all the different spacers there is still a clearance issue.
On the Tank lift, the shortest we have ever made is 1.3", shorter than that the tank ear interferes with the stand-off for the bolt/nut that goes thru the frame.

Rap't, I've never been a fan of the tank lift, as I think it fit's more into the realms of the "chopper" type of bike with long forks, etc. Even at that I think a space between the tank and the engine looks stupid and out of place on any bike.
I also believe anything that promotes a smooth transition of lines always looks better than anything "interupted," and as such I think that's why with the standard tank placement the clip-ons are a great addition and look right, because the combination is about on the same level [heightwise] and as such it just floooooooooooooooows...
My son is going through something similar to this now...he wants clip-ons on his '02 Sporty and asked about the tank lift. Well it's his bike and I can only make suggestions...he's already breaking my ***** for breaking his *****. LOL.
