Default measuring height. rear shock ?

I measured the height of rear fender from ground... and comapred to the height when i'm sitting on the bike. I see only 1/8" difference. It's on softest setting. Does that mean I should get rid of this stock shock? Thinking about progressive 412, 11" stndrd. (06 sportster.. 1200c). I'm 150lbs. Any comments?
