The lower guard is what does the hard work! Baggers don't have a top one. You'll get mixed replies to this one, but that lower guard is there to keep stones and such stuff out of the belt/rear pulley. That is the vulnerable part of a rear belt drive.
A friend of mine bought himself a Buell Firebolt a few years ago, rode it home and took the 'ugly' guards off. By the time he visited later the same day he had a sharp stone poking through his belt and a nasty wound in the rear pulley.

My 1200XLC 105th anniversary ride has a chromed belt cover, top and round the rear sprocket, nice looking and goes well with the chromed engine & exhaust.

Not really! You need a top guard, to keep oil off the bike, belt drives need a lower guard to keep stones out. Horses for courses.....

I removed my upper belt guard during my bikes recent make over and didn't see any point in putting it back on. I like the look much better without. I did leave the lower guard on for the reasons mentioned above, but I can't see how the upper guard could offer any protection from crap getting caught between the belt & pulley. I haven't had any problems
