Default Transmission is slipping.

I asked this a while back so I did some work thinking it would fix it. I adjusted the primary chain, the clutch cable, and changed the tranny oil. To explain the issue, when I am driving and I have to throttle it the RPM shoots up and bike doesn't want to go anywhere, and on the freeway when I am in 4th, and I throttle it, it does the same thing. Is this a huge issue?

Yes, your clutch is slipping. You should adjust it per the manual. Loosen clutch cable, adjust clutch at adjusting screw, then take slack out of cable. You don't mention doing the clutch adjustment screw in your OP.

It's not the transmission, it's your clutch. It needs to be pulled apart and checked. Make sure the plates aren't burned up/glazed, they are within thickness spec, and double check your spring plate hasn't exploded.

Edit: I'm assuming you've already followed the standard service, including a clutch adjustment, and this still persists.

Your clutch is not gripping correctly, that is where the slipping is going on. Adjusting the clutch cable is only part of the process of adjusting the clutch and you really need to that 'by the book'. You may find that is all you need to do.

Follow this procedure.
