Probably not. You may have to work a little on routing to take up some slack, but you won't have the problems you would if you were switching to apehangers. Do pay special attention to the clutch cable and brake lines to make sure they don't catch when you turn the forks.

On my 1200R I had to change the brake line, there was no way around it. I'm not sure if it would be the same on the Low though. I also did 27" bars, so 31's might not be as bad.

It depends on the height of the risers. Please do some measurements, if the dragbar and risers are sitting at about the same height, most likely you can keep your clutch, throttle cables and brake line. I have 6" straight risers and dragbar on my 06 low, everything fit well except I have to make the wiring another 5 inches longer, because I hide them inside the handlebar. If you want to use the 07 1200 low factory risers, the cables might be slightly longer but I think you will be ok. Please sit on the bike and feel the riding position, it will definitely sit lower after the dragbar is on. Some people have no problem with that but I found it too low for my riding style, so I end up getting the 6" risers, it is comfy.
