From what Kevin at DK custom explained to me is yes you can just add the air cleaner. As long as you have stock exhaust you should not need any tuning.
Although he did explain that with the addition of exhaust a tuner/ fuel management device is recommended.
I plan on adding the XiED harness to my bike int he spring along with V&H pipes. But even on a completely stock bike I have heard the XiED harness is great for lowering temps and helping the fuel mixture be more even. I think run less lean.

Blackknight nailed it right on!! As long as you have stock pipes, you can change the A/C and be fine. If you change the A/C and pipes then you will need some sort of fuel management system which the EFI Tuners work fine for a stage 1 upgrade. You can see the different options of those HERE

With your free flowing slip-ons, and adding the free flowing OUTLAW A/C to an 07 EFI, you will want to richen up the mixture a little.
The least expensive way to do this for your bike is the X14iED's. You can read more details on them HERE.
You can also get a full featured tuner like a PCV or PowerVision, but for your set-up you will not experience that much extra benefit for the extra expense.
Some will say that the ECM will adjust, and that you don't need to do anything. That has not been our experience.
