Default Changing handlebars, need help

I started changing my handlebars this afternoon and ran into a little trouble. When taking the old bars off, these 2 flanged washers fell out and I can't find where they go. A couple pictures attached.

I believe those go on top of the rubber bushings

Yep, that's right. They push down into the riser bolt bushings, directly under the risers.

But I didn't take it apart that far. All I took off was the speedo and warning light bracket, and the top clamp that hold the handlebars down.

Then it has to be a "sleeve" or "shim" for the riser bolts, either at the top or bottom of your clamp.

YUP! Got it. They go go between the speedo bracket and the clamp. After a very close inspection I can see a little machined relief on the top of the clamp (under the speedo backet) that the flanged washers fit into.

Just for future reference on stuff like this, if you don't have a parts manual with exploded views, you can look yours up here and see where everything goes.

Oh yeah, Got the mini apes on, did not have to lengthen any cables, just reroute the throttle cables, and the clutch cable is a little tight on full left steering lock, and I am going to get a little bit longer front brake line. This one is a little tight, I am not going to try to reshape it.
Got out for a short ride and I swear I don't think it vibrates as bad as those buck horns did. I also replaced the foam Harley grips with Kuryakyn premium ISO grips. That was the most expensive part of this whole conversion. But they do feel very nice.
I bought my stuff from J&P, I bought their $47.00 9in mini Apes. It did not show knurled centers in the photo but I was very glad to see that they do have knurled centers. Worked great.
The only things that went wrong is I didn't get the throttle cables adjusted just right and I do not have full throttle, but close, and I don't have any brake light on front or rear brake. First thing I am going to check is the bulb.
