Yes, one side is the pipe diameter and the other has the bolt head that is perminately on the axel bolt. The center is still the same. If your really bothered by it harley makes a plug set that go in both sides for absolute measurements. For me eyeball is good enough.

That makes me confident that I am aligned correctly. Now to recheck my tension. Hey guy I really have to thank you for all your help and input. I'm new to Harley's and want to learn all I can about wrenching my own. Glad to have people like you willing to help a new guy out.
