I took that picture while sitting on the seat and looking straight down at the handlebars. The angle can be a bit deceiving. Here's another picture so you can see exactly where my unit is mounted.
I didn't need to move or rotate it at all. The new unit is the exact same size and dimensions as the original. You just unbolt the old one and remove it from the outer case and slide the new one in. It's possible that mine may be in a slightly different spot since my bike was a custom order with the mini apes installed at the factory. With the different handlebars, they may have repositioned the speedometer.

I decided to skip the fuel tank sensor for now. Wasn't in the mood to mess around with removing the gas tank. I'll probably throw it on next year.
In the meantime, the unit still works fine for everything else. It recognizes the fuel sensor is missing and just doesn't display fuel level at all.
I didn't even know this unit also displays the gear you are in. A nice bonus that I discovered after installing!

The first step of the install is to hook up a data cable(included) to transfer over the mileage. It copies over in about 2 seconds. That is one of the advantages of using the actual Harley parts. I've heard of a lot of issues in getting the mileage to transfer over correctly when using after market products.
