Just pull the carb and clean it. Easy peasy.
The problem isn't buying a Harley, the problem is that you didn't have any clue what to check when buying a bike that had obviously not been ridden nearly enough to keep everything clean.
The bike probably sat unused for a long time without a full tank of gas and ended up with a bit of rust in the fuel tank. Once someone started riding it regularly, the rust stated getting pulled into the carb and now it needs a cleaning. Welcome to things you need to do with old bikes. I just had to do the same with an old Honda.
