FWIW I like the idea of a sportster for police, mainly because of maneuverability, such as the ease to ride up and down stairs and dirt roads.

HD cites a "Less Than Half" operating cost compared to comparable Honda police motorcycle.

No HD doesn't say that.. They Say:
Harley-Davidson® fl Police motorcycles offer the lowest estimated operating cost per mile — less than Honda and nearly half that of BmW.* Plus, our motorcycles have always had exceptionally high resale value,
And my guess is that they include depreciation in their estimated operating costs, so the higher resale value saves them. Honda's are cheaper to run, especially the little Rebel 250's they used to use in DC.

Did ya notice the top speed, listed on the tag, 65mph. Even in '57 that wasn't all that fast.
