Question saddle bags vs. passenger pegs

ok another incredibly obvious noob question I know but...

Is there no compromise to be made between saddle bags and passenger pegs?

My wife would like for me to get a 2up seat and pegs so she can join me from time to time.
But I commute with my bike and need to be able to carry a reasonable amount of stuff.

How do you folks do it?

I have Boss Bags saddlebags and passenger pegs. No issues with either. Actually, the saddlebags sort of act like heel and leg rests for the passenger.
