Check with your local HD dealership. They should be able to suggest HD or aftermarket handlebars as your gf sits on the bike. Check out risers to assist in pulling back existing bars.

I have a 2006 1200C, which should be the same setup. I think the bars on the L are do-able, if you re-bend your hard brake line but I'm not 100% sure on that.
A few weeks ago I installed Sporter Sport handlebars P/N 56473-98. I found them to be the limit on height/pullback for the stock brake line, the cables were OK, but close to being too short as well. Here's a pic:
These were actually too much pullback for me and I switched them out after a week, too bad you aren't close to me, I'd give 'em to you dirt cheap.
