Are you sure that's a Biltwell throttle? I mean, it could be but it looks alot like the cheapo Ebay throttles I use. I've never had a problem with them. I like the nylon sleeve. I won't use a throttle with a non-plastic sleeve.

The stock HD one will work with Biltwell bars if you aren't planning on changing the grips. However if you want new grips then you'll need a new throttle tube, I have the whiskey throttle and it's good quality and I like dealing with Biltwell.
Well I never had any problems with my stock on sticking but I definitely don't have any problems with the Biltwell. I wasn't planning on changing my throttle because I didn't see anything wrong with the stock one but since I wanted new grips I had to. I couldn't say for sure if the Biltwell would fix your problem, the Biltwell doesn't work any differently than stock. If there is some other underlying cause of your sticking then a new throttle tube won't fix it.
