first ride of the season and as i arrived home i hit a small bump on the driveway...immediately i got a LOUD whistle sound that slowed down in pitch and volume as i stopped...does not appear to be there at idle...any ideas?

That description indicates that it has to do with the speed the bike is moving. Maybe it's more of a Squeal than a Whistle? Maybe a brake pad dragging.
Really can't help much when you don't list the bike's year and mileage.
With the bike stopped but running does it reappear when you raise the throttle? If not, it likely isn't the engine but as charley said something dragging/rubbing. In addition to brake pads I'd check tire/wheel clearance since it started after hitting a bump.
